Lynchburg Police Department Assists in Multi-Jurisdictional Skimming Investigation
Lynchburg, VA – On February 26, 2025, the Lynchburg Police Department (LPD) responded to a report of a possible skimmer device found on a checkout terminal at the Walmart on Wards Road.
Upon arrival, LPD officers spoke with the store manager, who reported that the device was discovered during a routine morning equipment check. A review of retail surveillance footage confirmed that the skimmer had been installed on February 25, less than 24 hours before its discovery. Additional footage provided to LPD captured a clear image of an adult male suspect, along with the make, model, and color of his vehicle. This information was quickly shared with area law enforcement agencies.
Following the initial report, LPD learned that similar devices had been discovered by authorities in surrounding jurisdictions. During the investigation, the Bedford Police Department contacted LPD to inquire about reports of skimming devices in the area. It soon became evident that multiple jurisdictions were facing similar incidents, leading to a coordinated effort among law enforcement agencies.
The Central Virginia Loss Prevention Task Force, a collaboration of local loss prevention professionals and law enforcement officials, coordinated by LPD’s Crime Prevention Specialist, played a key role in the investigation. As the case developed, it was turned over to our federal law enforcement partners, who assumed control of the investigation and successfully located the suspect, Florin Doroiman, a Romanian citizen, in Richmond, Virginia. He was taken into custody without incident.
LPD has obtained criminal charges against Doroiman, which will be served in the coming days. This remains an active and ongoing investigation, with additional charges pending.
At this time, LPD has not been made aware of any additional skimming devices at other locations. However, we encourage Lynchburg business partners to routinely check their payment terminals and report any suspicious devices or activity to LPD.
