Captain Hinkley joined the Lynchburg Police Department in 2000. He has worked in several areas of the LPD while strategically advancing in rank to his current role as Captain. Throughout his career, Captain Hinkley has worked in the information desk, patrol division, street crime unit, criminal investigations, vice and narcotics, U.S. Marshal’s task force, professional standards, administrative division, drone team, LPD Communications Manager (PIO) and currently serves as the Chief’s Staff Officer.
He has completed several leadership programs including: Institute for Leadership in Changing Times, Professional Executive Leadership School, Class # 53, and National Criminal Justice Command College, 15th Session, a collaborative partnership of the University of Virginia and the Virginia State Police.
Captain Hinkley is invested in the Lynchburg community. He participates in Mustaches 4 Kids-Lynchburg and serves as a board member for the Exchange Club of Lynchburg and the Boys and Girls Club of Greater Lynchburg.
