Captain Joel Hinkley joined the Lynchburg Police Department in 2000. He has worked in several areas of the LPD. Throughout his career, Joel has worked in the information desk, patrol division, street crime unit, criminal investigations, vice and narcotics, U.S. Marshal’s task force, professional standards, fleet manager, administrative division, drone team, LPD Communications Manager (PIO), and currently serves as the Chief’s Staff Officer.
Joel earned a Bachelor of Science degree in Business Management and Criminal Justice from Liberty University. He has completed several leadership programs including: Institute for Leadership in Changing Times, Professional Executive Leadership School, Class # 53, and National Criminal Justice Command College, 15th Session, a collaborative partnership of the University of Virginia and the Virginia State Police, and P.E.R.F.’s Senior Management Institute for Police, Session #96.
Joel is invested in the Lynchburg community. He sits on the boards of several local non-profit organizations committed to empowering youth and strengthening unity within the community.
